CLARK CO. BOARD SHOWS SUPPORT FOR COMP PLAN

It?s a kinder, gentler Clark County Comprehensive Plan that is moving toward County Board approval.

That was the message from County Planning and Zoning Administrator Steve Kunze at a County Board meeting last night; in fact, he admitted the committee may have ?over-reached? in their attempt to draft the plan that failed in 2006.

"We want to get out of the land use planning business. Period," Kunze assured. "The county plan has no recommendations for additional zoning ordinances. It has no recommendations for purchase of land for conservation easements, plan unit developments, anything."

Kunze stressed the plan was the ?bare minimum? needed to come into compliance with a state statute requiring a comprehensive plan to alter existing zoning to allow towns to opt out of current county zoning ordinances.

"The only way that's going to happen is if this happens."

But Greenwood-area Supervisor Brad Mathison had concerns. He asked, if it?s not regulation, what is it?

"So are you saying if you do something that's not consistent with the plan, the plan can be used to stop your actions?" he asked.

Kunze said "yes," but added, "There's no proposed ordinances or regulations where there would be an opportunity to be inconsistent."

Ultimately, Mathison?s resolution, bluntly titled ?Putting an End to Comprehensive Planning,? failed on a vote of 8 in favor to 19 opposed.
