Granton Village Board Hears Update on Highway 10 Corner Project

-The Granton Village Board heard an update on the Highway 10 corner project.

The Village, in conjunction with the school, continues to research thoughts of running electricity to the highway 10 triangle to allow for an electronic sign and the ability to display flags or war memorials.

Brian Duelle with the County DOT did not have any issues. It was suggested the village work with a professional sign company as the rules to install a sign on a state highway are tough. Next step is to decide on a sign. Also, the board of review date is set for May 11th from 4pm-6pm. Open book will be decided at a later date.

The Village will host a community wide garage sale event June 3rd-4th. The Clerk will put a notice in the news letter, post flyers around town, collect addresses of interested parties, and create a map. An ad will run in the paper 2 weeks prior to the event. The Village will host a Spring Clean Up event on Thursday, May 19th from 4pm-8pm. A rain date is posted on their Website.

The Board discussed current fees and several fees were agreed upon:

  • Use of the backhoe is $120 per hour with a 30 minute minimum charge;
  • Mowing is a $100 flat fee;
  • Camping at electrical sites is $25 and tent sites are $10;
  • Plowing & sanding is $70 per hour with a 15 minute min;
  • Apartment rent is $400 per month;
  • Park acreage is $500 per season;
  • And the concession stand-is currently $5000 per season.

The board also discussed weekend and event charges, but that was tabled until the next meeting.

The Board also heard an update on the Main Street and County K project. Water and sewer lines will be replaced from Railroad to 5th street in 2023. The estimated cost is $1,513,340. The Village will apply for the CDBG grant for $1,000,000 and the estimated reimbursement from the County is $131,290. This will leave $382,050 as a Village expense.

The Board also approved to apply for the CDBG Grant on the Village behalf for $6,500. The grant deadline is May 12th. The Board also discussed curb and gutter repair. Brost bid $5,765 for 128 lineal feet. No other bid was requested. The board asked for a second bid before awarding. They also discussed razing a property at 207 Oak Street. Before the Village razes the property at 207 Oak, the County will be contacted for procedure.

The Board also heard the Water Report:

  • They finished the PSC Report;
  • Took monthly samples;
  • Will meet March 10th to discuss more information on testing water for PFO;
  • Did general maintenance on well houses and blower buildings;
  • Plowed and swept streets;
  • Cleaned up recycling;
  • Installed new smoke alarms;
  • Installed new cameras on the shop and in the park;
  • And cleaned up the office.

The Board also heard the Sewer Report:

  • There was a sewer line break at the school, they worked with Suda Plumbing and Bugar Excavating to repair it, the line belongs to the Village, but it was installed improperly by the school above the frost line, they have to dig up water and sewer lines prior to starting the project, the school and the Village will split the repair cost;
  • Phosphorus penalties were paid;
  • Started sampling for spring discharge; Ordered root cutter for sewer jetter;
  • Worked on Highway 10 electrical sign project;
  • Installed new potassium permangatae mixer in well 5;
  • Installed new WiFi router in city hall;
  • And filled in potholes.

The Board also heard the Clerk’s update:

  • She completed the 2021 Audit with Hawkins Ash;
  • The spring election is April 5th;
  • She worked on insurance costs;
  • Completed week 2 of March payroll, tate, Federal and WRS payments;
  • Quarterly 941;
  • And billing in preparation for vacation.

The Board also heard the Treasurer’s Report:

  • The Deposit and Expense report was presented;
  • The Checking balance is $73,471.81;
  • The Money Market balance is $734,300.42;
  • The Cemetery CD is $16,927.29;
  • The CDBG balance is $32,182.65;
  • The ARPA Recovery Fund balance is $18,014.73;
  • And the Library balance is $41,710.05 and includes the County Aid payment of $19,158.22.

Finally, during the open forum portion of the meeting, a resident requested the Village consider the option of removing and not replacing sidewalks on the East side of Main Street when completing the water and sewer project next year.

He believes traffic on that side of the road will be reduced with the food reduction services at the church and the cost savings would be a greater benefit to the Village than the sidewalk.
