BREAKING: Clark County Officials Issue Declaration of Public Health Emergency

-Clark County continues to work through issues and concerns regarding the Coronavirus (COVID-19) response.

Clark County officials issued a Declaration of Public Health Emergency on March 16, 2020. This declaration allows designated Clark County officials to take actions necessary and expedient for the health, safety, protection, and welfare of persons and property. This situation is rapidly evolving and there are changes in information and guidance coming out frequently.

In response to guidance received from State and Federal partners along with the Clark County Health Department, we are asking for the public’s assistance to help in efforts to contain spread of the current pandemic. We are asking the public to avoid non-essential visits to county offices and facilities including the Courthouse, Highway Department, and Adult Development Services. The Clark County Rehabilitation and Living Center is also restricting access into the facility. Please use alternate means of communicating with County agencies such as telephone, email, U.S Mail, etc. to conduct business where possible. Questions related to changes in service and methods of contact should be directed by telephone to the agency/office you need to make contact with.

Signage is being placed at entry points to County facilities asking people with symptoms including Fever, Cough, and Shortness of Breath to not enter the building and contact the office by telephone.

As a result of the current situation changes have become necessary to some County agency operations which are summarized below. This list is not all-inclusive and is subject to change. Contacting the agency/office you are looking for prior to coming to the County facilities is strongly encouraged.

Aging and Disability Resource Center (ADRC): Congregate Meal Sites will be closed. Home delivered meals are available for eligible residents and those who normally come to the centers. The ADRC can be reached at 715-743-5166. ADRC staff will handle business by telephone. AARP income tax assistance programs are suspended along with social activities at the Senior Centers and Senior Dining Centers. Memory Care and Caregivers Support Group are suspended. Medicare 101 event planned for March 25 is cancelled.

Clark County Circuit Court: In-person hearings are being postponed and rescheduled with limited exceptions. If you have questions about whether you need to appear at court, call the Clerk of Court at 715-743-5181 or the Judicial Assistant at 715-743-5172.

Clark County District Attorney’s Office: Will be conducting business primarily by telephone or email. Call 715-743-5167 with questions.

Clark County Child Support Agency: If you have an in-person appointment or court hearing scheduled, call the office to confirm the appointment at 715-743-5213.

Clark County Community Services: If people have symptoms or wish to reschedule their appointments, people are asked to call 715-743-5208 at least 24 hours in advance of the appointment. You may be asked to reschedule your appointment. Telephone support will be provided in the interim. Home visits and face-to-face meetings will be limited to those which are required/essential. Meetings will be conducted via telephone or other electronic means as much as possible.

Clark County Department of Social Services: In-person Energy Assistance appointments are being rescheduled to telephone appointments. Changes have been made to requirements associated with Certified Child Care Providers and in home care providers. Call 715-743-5233 with questions.

Clark County Forestry and Parks: Reviewing registrations for campgrounds and other events at facilities. Information will be provided as it becomes available. Call 715-743-5140 with questions.

Clark County Health Department: All non-essential in-person home visits are suspended. Direct face-to- face services including immunization clinics will still be available by appointment. Call ahead at 715-743-5114.

Clark County Highway Department: Please do not visit our office for permits. All permits are located on our website and can be emailed, please call 715-743-3680 with questions. No sales call at this time without a scheduled meeting.

Clark County Land Conservation Department: Nutrient Management training scheduled for March 31 at the Longwood Town Hall has been cancelled. Call 715-743-5102 with questions.

Clark County Register of Deeds: Filing of documents through web-based services is encouraged for law offices, title companies, and financial institutions. Certain requests for documents can be made by telephone or through email. Certified copies of vital records can also be requested by completing online applications which is available through the Clark County website and then printing and mailing the application along with payment to the Register of Deeds Office.

Clark County Sheriff’s Office: Patrol Officers responses to lower level priority calls have been modified to reduce officer/citizen contacts during the virus containment time. For more information or to report a non-emergency complaint, call 715-743-3157.

Clark County Treasurer: People who need to make payments or obtain copies of their tax bills can utilize the online payment system via the Clark County website or use the U.S. Mail to send in payments. Call 715-743-5155 with questions.

Clark County UW Extension: Staff has been instructed to work from home and in-person contacts will be limited. Call the office at 715-743-5121.

Clark County Veteran’s Service Office: Home visits or nursing home visits are suspended at this time. Call 715-743-5160 with questions.

This is a challenging time for everyone and cooperation with these guidelines along with possible future changes are appreciated. Providing essential services while doing what we can to help limit the spread of COVID-19 is a priority. Again, if you have questions about services we encourage you to call the agency/office you need to contact before arriving unannounced if possible.
