Spencer Woman Charged for Failing to Provide Water to Her Cows

-A Spencer woman has been charged for failing to provide water to her cows on a farm near Spencer.

According to the Marathon County Sheriff’s Department, at the end of April a deputy went to the farm at 847 County Highway C after the department received reports of cows bellowing as if in pain and living in a collapsed barn. When the deputy arrived, he found that nine cows had no water and they were standing in mud and feces up to their knees. When the deputy arrived the woman’s son said he was there to water the animals, but the deputy said it needs to be done daily as the animal’s troughs were dry or had a small amount of dirty water in them.

58-year-old Karen Welch has been charged with nine counts of intentionally failing to provide water to an animal. During her court appearance, a $1,000 signature bond was set and she’s not allowed to buy or care for any new animals. If convicted and sentenced to the maximum amount, Welch could spend up to almost seven years in prison, a $90,000 fine or both. She’s scheduled to be back in court on July 11th.
