Clark County Sheriff Sends More Information to Clark County Judge Regarding Horse on Highway 73 Property

-The Clark County Sheriff’s Office sent an amended return to Clark County’s judge after she issued a subpoena Thursday regarding information gathered during the search of a property that’s allegedly neglecting a horse.

The property in question is on Highway 73, just north of Christie. There’s a horse on the property that’s often seen chained to a tire axel by the neck. This has caused outrage on social media and close to 200,000 people have signed an online petition asking for animal abuse charges against the owner. The owner, Harold Heck, says the horse gets plenty of food and water and is chained because he can’t see well. The Sheriff’s Department checked on the horse back in September of 2017 and determined, at that time, the horse was healthy and not in any discomfort or pain. Recently, the battle regarding the horse’s welfare has flared up again and a lawyer has taken the case on behalf of county residents. A Sheriff’s Detective and veterinarian recently made another trip to the property and found, again, that the horse is healthy, had food and water, and there was a shelter available for the animal.

On the Thursday, the Clark County Judge issued a subpoena requesting specific information regarding the shelter, so it could be determined if Heck was violating state statute. The department has sent the information and now the judge will determine whether the amended return sent on Friday constitutes a sufficient response to the subpoena. There has been concern among residents because the horse hasn’t been seen recently. They worry because they claim Heck has made comments that he’s only keeping the horse to make people angry and that he’s going to kill the horse to make them even angrier.
