Neillsville City Council Discusses Sewer Ordinance

-The Neillsville City Council had a lengthy discussion regarding their sewer ordinance at their meeting on Tuesday.

The main part of the discussion took part during the Public Works portion of the meeting. The city’s sewer ordinance hasn’t been changed in over 20 years and Public Works Director Dave Flynn wanted the council, and community, aware of what can and cannot be done with the ordinance. Another main reason this change is being brought up is because of Memorial Medical Center’s new facility. With MMC’s new facility off of Highway 10, a sewer line would need to be extended to reach the facility. The current plan, for now, is to extend the line under the Black River and connect to the facility. MMC has stated they would pay for the equipment and labor of the work, coming to roughly $608,144 and then the City of Neillsville would own all the equipment after completion.

This is where the ordinance came in to questions and there was heated discussion on the line itself. If the line is extended to MMC and built so others can hook on, it would be considered a main. If it was just MMC that was on the line, it would be considered a lateral. The difference being that MMC would have to pay for the lateral and the city would have to take care of the main. No action was taken on the item by the council on Tuesday. The process itself will take some time and be highly scrutinized by several state departments as well as the City of Neillsville and MMC.
