Clark County Health Department Performs Wiconsin Wins Tobacco Checks, Part 1

-The Clark County Health Department has recently completed the Wisconsin Wins tobacco checks.

I spoke with Rebecca Rosandick, the health educator for Clark County, and she explained what the Wisconsin Wins checks are.

"It's actually a state run program. We get grant funding through the state to complete this program. What it is is tobacco compliance checks. It is a positive reinforcement program. What happens is I have two minors that volunteer from various high schools within Clark County. I train them on how to do tobacco checks. We get permission from their parents. We work with law enforcement and then they actually go in and do these checks for me. They go up to the counter and try and purchase from some type of tobacco product."

"There are rules with this. They cannot coerce retailers or clerks. They have to be honest. So, for example, if a clerk were to ask, 'hey, are you carrying or ID or can I see your ID' or 'how old are you,' they have to answer those questions honestly. They cannot lie to the clerks. We don't want to get anybody in trouble. We're just trying to get a real idea of what our tobacco sales rates are to minors in Clark County."
