2017 Budget Presentation at Clark County Board of Supervisors Meeting

-The Clark County Board of Supervisors heard a presentation about the 2017 county budget at their meeting on Tuesday.

For the 2017 budget, Clark County has an estimated levy of $15,725,916 compared to 2016’s $14,740,341. This equals out to an increase in the mil rate of .17 compared to last year’s increase of .29. So, for a $100,000 home in the county, the taxes for 2017 would be $806.29. However, these numbers could change slightly as certain amounts in regards to bridges, libraries, etc. are not known. There are several factors of concern regarding next year’s budget. Road construction continues to be a big one. The board did approved applying for a loan of $1,550,000 to do more road construction then they would have been able to do without the loan. This will keep them from falling even further behind on county road construction.

The county is continuing to work on the communication upgrade project. They will be in year 3 of the 3 year project next year and they used $3,000,000 debt and the Forestry and Capital Infrastructure Fund Balance to fund the balance of the project. The Clark County Rehabilitation and Living Center is looking at an alternate remodel and upgrade plan that would be added to the 2017 budget if the new plan is approved in November. The old plan asked for $1.9 million this year to begin the remodel and over $5 million in 2017 to continue the project.

Technology is also a big concern. A fourth person is being added to technology services in order to keep everything operating smoothly and technology always needs to be upgraded. Some departments are also facing continued delays in capital expenditures. Some remaining concerns including controlling the cost of health insurance to avoid penalties, the county seeing more use of human services, federal and state budget concerns, concerns regarding declining fund balances and revenues, an increase in county wages and more.
