Clark County Committees Hear Update on Emergency Communications Project, Part 4

Tuesday, May 31st, 2016 -- 11:09 AM

-The Clark County Law Enforcement/Emergency Management Committee and Finance Committee heard an update on the county’s multi-million dollar communication system upgrade project.

The Clark County Board of Supervisors approved the $4.6 million dollar project back in 2014 and the county is being assisted in the project by PSC Alliance. The representatives from PSC provided maps and figures on the amount of coverage an analog and digital system would provide the county. For analog, the down link covered a good portion of Clark County with 70% of the map under good coverage, 25% under okay coverage and 5% of the map with no coverage due to the terrain and other factors. Uplink is not as good when it came to covering the map, but the team would work to bring the downlink and uplink together. However, with the vehicular repeaters factored in, about 95% of Clark County was covered.

PSC alliance also looked at digital coverage. The original resolution passed by the county board included just a 4 channel analog system, but, through discussions, one channel of digital was also recommended. If the county were to move forward with that it would need to be approved by the county board. Also, the build team can set the equipment up to be ready for a digital add on if the county decides to add it later. However, there was an additional $90,000 cost with it, so, again, there would need to be board approval. With digital, the coverage for downlink, uplink and with the vehicular repeaters was similar to analog, but it is slightly better. However, with digital, when a signal is lost, is loses it hard. As opposed to analog where you’ll just hear static if you lose the signal, with digital, you’ll hear nothing. The digital vs. analog discussion have gone on all over the country.
