Marshfield City Council Approves Items for Green Acres Estates Development

The Marshfield Common Council approved some ordinance changes and bids to prepare for the Green Acres Estates Development.

First the Council approved the first reading of Ordinance No. 1511 amending Section 19.63 of the Marshfield Municipal Code regarding required improvements.

This change will allow developers to be able to use TIF funds to replace curb and gutter in the city as opposed to the total cost falling on them as the ordinance originally stated. The Council approved suspending the rules, allowing them to approve this ordinance with a first and second reading.

The Council then, again, suspended the rules and approved the first and second reading of Ordinance No. 1512 amending Section 13.96 of the Marshfield Municipal Code regarding special assessments, which, again, will provide more opportunities for the city to recoup the cost of projects within the TIF District.

The Council also approved a request to award the bid for the construction of infrastructure for Green Acres Estates 1st Addition to Haas Sons, Inc. in the amount of $2,659,662.62.

The Council also approved allowing the Public Works Department to hire an outside consultant, as they are short staffed, to perform inspection services for Green Acres Estates 1st Addition.

After a closed session, the Council approved a development agreement for residential project in TIF District #13, the Green Acres Estates 1st Addition. Finally, the Council approved Budget Resolution No. 07-2024, increasing 2024 adopted budget for the 438 Fund (TID #13, mixed use TID) as follows:

  • Engineering Department contractual services increased by $3,899,340.18;
  • Finance Department fiscal agent charges account increased by $130,000;
  • And proceeds of long-term debt account increased by not more than $4,030,000.
